Whose responsibility is it to tell DVLA the change of the ownership of the car, the seller or the buyer?

It is written very clearly on Directgov's website that it is the seller's responsibility to inform DVLA the change of the ownership.The seller is responsible for the vehicle until he or she tells DVLA that they are no longer the registered keeper. Therefore, its very important to inform DVLA as soon as you have sold the vehicle. You can do this very easily by filling the right section of your V5C.
