Is it bad if you are 16yrs old and you've never had a boyfriend or been kissed?

It is not bad at all. 16 is still very young in terms of developing a relationship and there is no point to rush it. If you rush it, you might get hurt and regret later on. Love can only come naturally and is between two people who have mutual understanding.
Enjoy your youth and school, don't worry about the whole boyfriend thing. It will come when the time is right :)
