Bulgaria is a member of European Economic Area, but since your mum is a national of Russian Federation, she needs to obtains a visa before travel. You can use this questionnaire from UK Boarder Agency's website to check.
The type of visa will depends on how long she intends to stay in the UK. If she stays for maximum of 6 months, she can apply to come to the UK as a general visitor.
