Who writes the Queen's Speech?

The British Government writes the Queen’s Speech, which also needs to be approved by the Cabinet before the Queen deliver it in the presence of members of both Houses - House of Lords and House of Commons.

The contents of the Queens's Speech include the British Government’s policies and proposed legislations/regulations.
