The Local Housing Allowance is a type of Housing Benefit. It is used to help people with low income to rent homes from private landlords.

Usually, if you have more than £16k savings, you wont be eligible for housing benefits. If you are a full time student, you cant apply for housing benefits as well unless you have kids or disability. To find your eligibility, you use the Directgov's site.
