Is there really a football draft?

Yes, this is something that happens in American football. The National football league draft is carried out by the NFL (national football league) in the US. It can also be called the player selection meeting. It takes place once a year and is the main way in which the teams in the NFL choose their college players.
There is a drafting order in which each team's position is decided according to how it performed in the previous year, but in reverse order - in other words, the team that came first last year will be placed last in this year's draft. The teams then use the draft to make changes, eg to select a player or to change positions.
The idea of the football draft is to make things more even among the teams; for example, a team which is in a bad position can then select a player from a better performing team.
