A live flood map has just been made available online. If you click on this map you will see that at this time (7 July 2012) the areas most at risk of flooding are the south-west of England, the north, and parts of the north-east and central and northern Scotland. This is liable to change quite often, though, as the wet weather is expected to move around the country and some flooding could happen almost anywhere. You can see on the map that amber (less severe) warnings are in place over most of the country.

In general, according to the National Environment Agency the highest concentration of flood risk areas can be found in the north-east of England, especially around the Lincolnshire area and further north. Parts of the south-west near the Bristol Channel are also at risk. However, the agency map doesn't include Wales, which often has severe floods, or Scotland.
