You can get several Japanese TV channels here. You have to install Graboid TV Player in order to do that - it comes up on the site and is free, and seems to be harmless although I have to say I haven't tried it myself.
Some specific programmes can be viewed without installing any software; for example you can get a news programme direct here. So if you have a specific show that you want to watch, you could type that in a search engine with the words 'view online' and see if it's possible.
You will probably find that as time goes on it is easier to view more and more Japanese TV online, as this is the trend with a lot of countries. So if you don't find everything you are looking for by following the above steps, it may be worth trying again in a few months' time.
