If you type the words 'tokyo hotels english speaking' in a search engine, you will be taken to a page advertising several hotels with English-speaking staff, so you could start by exploring these. Then, if you click here you will see a list of major Tokyo hotels, many of which are international centres such as the Intercontinental group; staff in these hotels speak several languages, always including English.

Another possibility is to ask your local travel agent for a list. However, English speaking is widespread in Tokyo and especially in the hospitality industry. So if you hear of any hotel that you like the sound of, if you contact them there is a very good chance that they will have English speakers among the staff.
