Whether or not you are able to stop it will depend on the exact situation. First of all, are the children doing any damage? If windows are getting broken or cars damaged, for example, you have a right to make a complaint. Or if they're very noisy or aggressive, or are blocking the road, this is also a problem that should be addressed. From another point of view, if they aren't really a problem to others but are perhaps endangering themselves, from traffic for example, you may well be concerned.

If the problem is damage or bad behaviour, a quiet and friendly word with the kids themselves may be enough - often they just don't realise. If this has no effect, you could ask their parents (it's better if you know that others in your street feel the same way as you, as this will carry more weight.) Only involve the police or council if you really have to, though if there is damage or danger involved you may have no choice.

Sometimes there are local organizations that can help - there may be one near you.
