Which American city has the highest risk of hurricane?

Despite the very recent devastation caused by Tropical Storm Sandy, New York isn't among the US cities most likely to be hit by hurricanes and storms in general. The three cities most at risk are all in Florida.
Tampa and St Petersburg, as they are so close together (they are only about 17 miles apart and share an airport) are counted as one, since any storm hitting one would affect the other more or less equally. The Tampa-St Petersburg area has missed the major disasters so far, but has had very near misses and is in a very vulnerable position.
Miami, also in Florida, has a similar risk level and was badly damaged by Hurricane Andrew 20 years ago. Scientists predict that another one is very likely soon.
New Orleans received catastrophic damage from Hurricane Katrina in 2004, and the usual pattern is a major storm roughly every 10 years. New Orleans is still suffering the after-effects of Katrina.
Also vulnerable are Virginia Beach, Virginia and Houston, Texas.
