This question is impossible to be answered accurately and, according to personal preferences people will have their choice regarding to beauty in every country.

But if we take a look to the Miss Universe Beauty Contest list we find out that since the creation of the event in 1952, the United States has won the title in more occasions (7 times: 1954, 1956, 1960, 1967, 1980, 1995, 1997 ), followed closely by Venezuela (6 times: 1979, 1981, 1986, 1996, 2008, 2009) and Puerto Rico (5 times: 1970, 1985, 1993, 2001, 2006).

If we then compare the population of the 3 countries then we can say that the country with most beautiful women is Puerto Rico, because it is a small country with a small population and many beautiful women.
But as I said before this is just an appreciation, we can find many beautiful women in every country of the world and I can say that personally I have been amazed by the beauty of women from Iran, Korea, Australia, India and Ethiopia.
