What cyclists are going to hold Lance Armstrong's Tour de France titles?

It was originally thought that all his seven titles would go to the runner-up in each race that he won, but it has now been said that this may not happen. Partly, the reason is that there is nothing in the rules of the Tour de France that says that a title given to a disqualified winner has to be given to someone else. The other reason is that so many of the runners-up were or are under suspicion of doping themselves, the authorities may just decide to award no titles for those years and start again. They are definitely not allowed to give a title to anyone who is under suspicion.

It can be tricky to decide who is under suspicion in this case, because the rules have changed in the years since Armstrong won his first race. For example, in 1999 when he first won, the runner-up admitted to using a drug called EPO, which was not illegal then but is now. So it would be hard to know whether to give him the title or not now. This isn't the only case either, as doping was probably a lot more common in the past than it is now.
