There isn't actually a company by the name of Startups, though there is a website and online community called Startups.co.uk which offers news, tips and support to people starting new businesses. So I'm not quite sure what you mean by 'the most important woman'?
Generally, women in startups (new small businesses) are outnumbered by men. This is especially true of technology-heavy businesses such as IT and engineering, though there are plenty of exceptions as you can see here.In other industries the gap is getting narrower.
Famous female startups in recent years include Michelle Mono, the creator of the Ultimo bra. She's a good example as she couldn't get anyone interested in her project at first (this seems to happen to a lot of female entrepreneurs) but is now worth millions. You can see more examples here.
